The Order of Merit of the Federal Republic of Germany was instituted in 1951 by the then Federal President Theodor Heuss. It is the only honour that may be awarded in all fields of endeavour and is the highest tribute the Federal Republic of Germany can pay to individuals for services to the nation. The Order of Merit may be awarded to Germans as well as foreigners for achievements in the political, economic, social or intellectual realm and for all kinds of outstanding services to the nation in the field of social, charitable or philanthropic work. No pecuniary reward is attached.
Germany awards the Cross of the Order of Merit to Dr. Ibrahim to recognize the tireless commitment he has displayed for many years for the benefit of Indo-German relations. Thanks to his initiative, the German Language and Cultural Centre (Goethe-Zentrum) was successfully established in Thiruvananthapuram in November 2008. Today, over 1000 students attend the German language courses every year and the number of students is increasing steadily. Dr. Ibrahim has facilitated numerous partnerships between Indian and German schools, universities and cities; among them the partnership between the cities of Thiruvananthapuram and Kaiserslautern needs a special mention. The success of the Goethe-Zentrum has even prompted the Goethe-Institute
to support the Zentrum to start a branch in Kochi this year, a statement from the German Consul General in Bangalore said.
